I’ve always thought that Briala ruling from the shadows with Gaspard
being officially on the throne is the best outcome. But, I’ve also
always felt wrong about it? And not for actual valid reasons, but
because that ending is just one of the easiest, if not the easiest to
get. Saving Celene takes much more effort than letting her be
assassinated, getting blackmail on Gaspard is something that can be done
even by a toddler – and that’s literally all you need! That’s always
felt suspicious to me.
       
   

It’s funny because Leliana says ‘Sometimes, the best path is not the easiest one.’ during the sequence where the advisors inform the Inquisitor about the different choices.

Dragon Age Inquisition Epilogue: The Chantry and the Divine

(Leliana appointed Divine – inspired-)


“One month after the defeat of Corypheus, the Chantry names Leliana as successor to the Sunburst Throne.

Given the name Divine Victoria, she first declares an end to the Circle of Magi; the mages will now govern themselves.

She opens the priesthood to other races, declares support for the Inquisition, and rededicates the Chantry to the principle of charity.

Divine Victoria is controversial from the start, several new sects arise, resisting her reforms and declaring her rule a threat to the faith.

She meets with their leaders, urging unity. Miraculously her words take root, and – for now – the Chantry remains strong.”
